Zhang Haitao Presides Conference to Promote Application of National Standard on Ground Digital TV

On the15th of March, Zhang Haitao, the deputy director general of SARFT, presided over the conference of a leading group to promote work on terrestrial digital TV, heard reports made by each working group on work progress of relevant technology policy, matching standards, technical tests and frequency planning, and studied how to promote the application of national standards for terrestrial digital TV.

    Zhang Haitao pointed out that the application and promotion of a terrestrial digital TV standard can be seen as an important technology reformation and systems process in the field of broadcasting and TV transmission coverage, as well as the key event relating to the innovation in national science and technology and development of domestic industries. We shall understand the significance of application and promotion of ground digital TV standards thoroughly, realize the difficulties, the comprehensiveness required and pressure of implementing such standards, attach importance, reinforce leadership, organize elaborately, dispatch scientifically, and boost the technical preparation of each technology policy, standard, frequency planning and test. Currently we shall complete the following tasks:

    (1) to improve further the working group for technology policy, standards, planning and testing, coordination of resources, concentration of strength and focus on implementation; (2) to reinforce the study on key technology policy and major matching standard, define as soon as possible the basic principles and key technology policy for development of ground digital TV, speed up to work out matching standard, set up basic system of technology standard, and lay groundwork for implementation of standard; (3) to reinforce the propagating and implementing of standards to train the whole system to learn the new standards and implement with self-consciousness, to apply multi approaches to propagate and promote the importance of national standard, enhance the solemnity and authority of national standards, improve the power of integration of the  broadcasting and TV industry, and create an excellent environment for implementation of standards; (4) to reinforce the administration of pilot programs, execute strictly the regulations and requirements stipulated by the SARFT, boost the work of liquidation, define the necessity of transformation of nonstandard systems, see that regulations are strictly followed and ensure the implementation of national standards; and (5) to speed up the relevant preparation of technology test and frequency planning to lay solid groundwork for ensuring the CCTV broadcasting ground HDTV in Beijing in October and launching HDTV programs in the 6 Olympic Games cities including Beijing. Mr. Zhang requires that each relevant entity shall strengthen the sense of mission, responsibility and pressure further, play full of positivity, initiative and creativity, work as a team with all the power, speed up and ensure punctual completion of each task.
