The “11th 5-year” Plan for Hi-tech Industries Development Proposed to Complete Generally the Digitalization Transformation of Video & Audio Industry in 2010

On the 14th of May, the National Development and Reform Commission published on their website the “11th 5-year” Plan for Hi-tech Industries Development (Public Draft) (“the Plan”) which proposed that it shall complete generally the digitalization transformation of traditional analog signal video and audio industry by the year of 2010.

    It is proposed in the Plan than during the “11th 5-year” Plan period the country will exert the full function of the market mechanism and promote the strategic transformation of video and audio industry from traditional analog signal technology to digital technology The emphasis is to develop the digital TV industry and construct a system for the digital TV industry from core components to finished products, from hardware to software, from systems to terminals, and from manufacture to operational service.

    The Plan has put the electronic information industry including video and audio industry as the most important point of development for the “11th 5-year” hi-tech industry, proposed the development of the basic core industries like the integration of circuits and software with great efforts. It also emphasizes the need to cultivate a new industry group for a next generation network, a new generation of mobile communication, digital TV, high-performance computers and network equipment.

    During the period of the “11th 5-year” Plan, the country will strengthen its communication industry, with a focus on the development of a new generation of cellular mobile communication, digital trucking systems and products with broadband wireless access, positive promotion of the research, development and industrialization of intelligent optical networks, ultra-long distance super-speed optical transmission and broadband cable access technology, realizing manufacturing, reinforcing of research and development of next generation network technology and key products to shape new industry growth points of high-end routers and network hubs.
